If you read the interview, he does say that Western Sydney WILL get a team- but doesn't say they will next season.

So therefore, he has confirmed WS will get a team but not necessarily next year. At the same time he says that a 13th licence will not be issued.

But WS hasn't been confirmed for the 12th license yet,

well we can pretty much confirm Canberra will get a team, the question is when!
