From an un-bias perspective, when should Canberra enter the league?

Putting all bias aside, and looking from an FFA point of view, when would be the best time for Canberra to enter the A-League?
The league IMO, needs stability, and Sydney Rovers will hopefully come in next season. Hopefully, North QLD can remain sustainable, and everything goes to plan.
With this in mind, the most appropriate time for us to come in would be 2013/14, or 2014/15 off the back of a World Cup.
Thoughts?

2015/16, although the a-league needs to stop expanding for like 10 years just to calm things down a bit, the ffa are going to keep expanding to make it look like the a-league is still progressing in the eyes of the world!

I'd love to see it in 2013-4, but it'll probs be 14-15 before us and the Gong get teams.
I don't think the FFA would give one precendence over the other.
Considering that the ACT is the home of the AIS, I'm surprised we haven't been given precedence. A CUFC-AIS youth team would be perfect to help build both the region and the country's junior football ranks.

As if 2015/16
It should def be either 2012/13 or 2013/14
As Sydney Rovers aren't going to be admitted next season 2011/12, Canberra would have plenty of time to get everything sorted out for the 2012/13 season if we did get the greenlight in the next 6 months or so...
Also 2013 would be great for a new club as it is Canberra's 100th birthday

I don't know about that. Remember, there'd be two youth teams when CU join the A-League: one for ACTAS/Riverina/STFA and one for AIS.
